Some master's and doctoral degree authorization points of Shandong University, Fudan University, Nanjing Normal University, Financial Research Institute of the people's Bank of China were cancelled by the Ministry of education because the assessment was unqualified or self-assessment was not carried out Or suspend the degree authorization qualification, and accept re evaluation after rectification. The authorization for master's degree of geophysical and Geochemical Exploration Institute and Anshan Thermal Energy Research Institute was revoked.
After evaluation and approval by the academic degree committee of the State Council, 2251 academic degree authorization points were evaluated as "qualified", 8 academic degree authorization points were evaluated as "unqualified", and 33 academic degree authorization points were evaluated as "rectification within a time limit".
According to the notice:
I. The degree authorization points whose self-evaluation results are "qualified" and have not been selected and evaluated by the degree awarding unit, and the degree authorization points whose evaluation results are "qualified", can continue to exercise the degree authorization.
II. For the degree authorization point with the result of "rectification within a time limit", the rectification will be carried out for a period of 2 years from the date of the spontaneous document, and the enrollment will be suspended after the completion of the recruitment work in 2020, and the re evaluation will be accepted after the completion of the rectification.
III. If the degree granting unit's self-assessment result is "unqualified" degree authorization point, and the rectification has been completed, it will be re evaluated in 2020 according to relevant arrangements. For other degree authorization points with "unqualified" self-assessment results, rectification shall be carried out for a period of 2 years from the date of issuance. After the completion of enrollment in 2020, enrollment shall be suspended and re evaluation shall be accepted after the completion of rectification.
4. For the degree authorization point that accepts the re evaluation, if the re evaluation result is "qualified", the enrollment shall be resumed; if the re evaluation result is not "qualified", the degree authorization shall be revoked.
5. For the degree authorization points with "unqualified" evaluation results and those without self-evaluation, the degree authorization shall be revoked from the date of the spontaneous document and shall not be reapplied within 5 years. After the completion of enrollment in 2020, no enrollment will be allowed, and postgraduates in school will be trained and awarded degrees according to the original channels.
Vi. according to the results of qualification evaluation, the authorization of master's degree of geophysical and Geochemical Exploration Institute and Anshan Thermal Energy Research Institute shall be revoked.
7. For the doctoral degree authorization points that have been rectified and revoked within a time limit, the master degree authorization points of the same discipline shall continue to exercise the master degree authorization and recruit master postgraduates.

According to the measures for the qualification evaluation of degree authorization points, the qualification evaluation is conducted once every six years, which is divided into two stages: the self-evaluation of degree awarding units and the random selection and evaluation of education administrative departments. The main stage is self-assessment. For the first five years of each round of conformity assessment, degree awarding units shall independently formulate plans and carry out assessment work according to relevant regulations, focusing on self finding and diagnosing problems in the construction of quality assurance system, implementing the main responsibility of quality assurance, self-discipline and self-improvement. In the last year of each round of qualification evaluation, the random selection and evaluation of the education administrative department is organized and implemented by the office of the academic degree committee of the State Council, which entrusts the discipline evaluation group of the academic degree committee of the State Council and the National Steering Committee for professional degree postgraduate education to carry out the evaluation; the selection and evaluation of the master's degree authorization point is organized and implemented by the provincial academic degree committees. The qualification evaluation of degree authorization points in the military system shall be organized and implemented by the military Degree Committee.
This round of degree authorization point qualification evaluation started in 2014, and by November 2018, relevant degree awarding units have completed self-evaluation. In April 2019, the academic degree committee of the State Council and the Ministry of Education launched the evaluation of degree authorization points, and evaluated the degree authorization points with "qualified" self-evaluation results in a certain proportion.
