In 2026, China's beauty industry is accelerating its transformation towards ecologicalization, high-endization, and sustainability, with the explosive growth of plant-based ingredients and structural changes in the packaging industry as the core driving forces. Since the implementation of the "Regulations on the Supervision and Administration of Cosmetics", the industry's innovation vitality has been continuously released. From May 2021 to December 2025, 370 new cosmetic ingredients have been registered and filed, among which plant-derived ingredients account for nearly a quarter. Meanwhile, the China Cosmetic Plant-based Ingredients Promotion and Development Research Project was officially launched, helping Lishui build plant-based ingredient brands with both cultural connotations and high added value.
      The packaging sector also witnessed remarkable progress, with the release of the 2025 China Top 30 Cosmetic Packaging Enterprises list, including Aptar, Shenzhen Tongchan Lixing Technology Group, etc. The list shows that the industry presents a pattern of "leading enterprises taking the lead and small enterprises being scattered". The total revenue of the Top 30 enterprises reached 17.898 billion yuan, accounting for only 12% of the total market size. All 30 leading enterprises are concentrated in the Yangtze River Delta and Pearl River Delta regions. Four major changes are reshaping the industry logic: strengthened industrial chain collaboration and specialized division of labor, innovation-driven development becoming the core competitiveness, service empowerment upgrading deepening customer relationships, and green development becoming a mandatory requirement. ESG performance and the application of degradable materials have become entry thresholds.
