Academicians and industry experts stated that chemical new materials are the biggest short slab for building a strong petrochemical country, and high-end materials will be the focus of the 15th Five-Year Plan. Since the 14th Five-Year Plan, the sector has achieved leapfrog development, with self-sufficiency rate reaching 81% in 2024 and industrial scale exceeding 1.5 trillion yuan in 2025. Yet key materials such as high-end polyolefins and semiconductor-grade epoxy resins still rely heavily on imports. The industry is shifting to quality improvement and high-end breakthroughs, challenged by insufficient high-end supply and bottlenecks in key materials. Technological gaps remain the core issue. Priorities for the 15th Five-Year Plan include industrializing blank products, upgrading quality, securing key raw materials and enhancing customized services. The Ministry of Industry and Information Technology has launched a "Ranking and Leading" program for fine chemicals covering many import-dependent varieties. Experts also called for avoiding low-level expansion, directing resources to high-end applications and upgrading outdated capacity to strengthen industrial security.
