Two New Cosmetic Raw Materials Approved, Boosting Innovation in Beauty Industry

From December 17 to 19, 2025, the official website of the National Medical Products Administration announced the filing of two new cosmetic raw materials: Camellia petelotii Flower Extract and Toddalia asiatica Root Extract, with filing numbers Guozhuangyuan Bei Zi 20250163 and Guozhuangyuan Bei Zi 20250164 respectively. The filers are Nasir Cosmetics Co., Ltd. and Huadong Pharmaceutical (Guizhou) Pharmaceutical Co., Ltd. Up to now, 163 new cosmetic raw materials have been approved for filing nationwide in 2025, indicating the continuous release of innovation vitality in the industry. As a national second-class protected plant, Camellia petelotii is mainly distributed in the evergreen forests of limestone mountains in southern Guangxi, China and northern Vietnam, with both edible and medicinal values. Studies have shown that its flower extract is rich in more than ten beneficial trace elements such as organic germanium, selenium and zinc, as well as tea polyphenols and essential amino acids for the human body, possessing health-care effects such as anti-cancer, lowering blood lipids and enhancing immunity, providing a high-quality natural raw material option for the functional upgrading of cosmetics. The other new raw material, Toddalia asiatica, is a woody vine of the Rutaceae family, distributed in many regions of China including Guangdong, Guangxi and Sichuan, as well as southern Asia and eastern Africa. Its medicinal value was recorded as early as in "Zhi Wu Ming Shi Tu Kao" (Illustrated Examination of the Names and Realities of Plants), with effects such as promoting blood circulation to remove stasis, stopping bleeding, dispelling wind and dampness, reducing swelling and detoxifying. It is applicable to the treatment of symptoms such as bruises and rheumatoid arthritis. Its inclusion as a cosmetic raw material will further enrich the functional dimensions of beauty products. It is reported that the relevant technical requirements for the two new raw materials have not yet been disclosed, and they have not entered the monitoring period. The Zhuanghegui platform under CIRS Group has collected the list of new cosmetic raw materials approved for registration and filing under both old and new regulations, which can provide support for enterprises' formula R&D and compliance work.
